One important aspect of the ascension process is the clearing of karmic mud from the human lineages that are present on Earth at this time of day. The removal of karmic mud from a certain lineage is a very useful activity. Not only do you gain access to the information stored below the place where the karma resided, but you leave behind a cleaner lineage.
This cleaner lineage can be chosen by your offspring thereby preventing them from having to live out (or release through ascension) the karma that you have already released. If that principle didn't hold there would hardly be any point in releasing karma, for the exact same karma would resurface again and again for ever more. This is an accepted principle within the SSoA.
Another accepted principle is that the released karma from, say, Lineage A, doesn't affect all the people who are already walking around with Lineage A. There is not a system of holographic sharing that allows everyone to suddenly release all the same karma. If this rule did not apply it would create rather funny situations: imagine what it would mean for all those people who were working on this same karmic issue and suddenly - poof! - it would be gone because one person released it.
However, it seems that the SSoA has overlooked one important group of people: those that are ascending. In my opinion you always receive the current state of a lineage at times when you get a lineage for the first time. When you are constructing your body, I think that you would receive lineages that are exact copies of the 'cleanest lineages' as they are at the moment when you receive them. Once you receive them you are the only one to make changes to them.
There are however important other tresholds in the ascension process when you receive new lineages as well. Those that are crossing the 1800 treshold receive an additional 119 lineages, and those that are crossing the 6000 treshold receive even 144 additional new lineages. For me it wouldn't make any sense if those that receive new lineages don't get the current state of the lineages. Why would those people that are ascending and receiving lineages that are new to them during their ride get 'old' lineages even if the karma for those lineages has already been cleared? If you want humanity to ascend you would prefer to present lineages that are as clean from karma as possible.
If indeed this principle would hold it would mean that for example someone who is ascending beyond 3000 could receive lineages that contain less karma because of the releasing work an ascending initiate has done a week before on that particular lineage. This would imply that the ascension information on that lineage is easier accessible resulting in an easier ascent because there are less karmic issues to be cleared.
If you pass by 6000 and you happen to receive very informative Grand Master lineages which you would have in common with someone who has ascended to 15,000 components, you might have an easier ride and get to 15,000 much sooner than when you received a Grand Master Lineage that was still filled with loads of unattended karmic mud.
Let's say you would need a crystalline liver at a certain stage in your ascension process. The information for crystalline livers can probably be found at quite a lot of grand master lineages. I don't have any information on who or how the choosing of lineages happens, but if I would want to ascend and I would need this crystalline liver I would choose a lineage which not only contains the liver information, but I might choose one that has the information relatively readily available.
If you are only interested in a crystalline liver you wouldn't need to pick a lineage that would take years of karmic clearing before you could access that information, you could make use of the hard work of someone else before you.
However, if everyone would only pick out lineages that are relatively clean it would leave behind a lot of 'dirty' lineages. In order to ascend the whole, all lineages need to be cleared. If everybody would choose 'to slip stream ascend' you would still have a lot of lineages that would be left behind, because nobody would want to burn their hands on these lineages that are weren't even looked at once by any ascending initiate worldwide. This doesn't promote a complete ascension of all lineages.
There are only a limited number of reasons why a partial slipstream ascend would be a wise option. Take for example the following situation: it is known that there is a lot of work to be done in a certain vibratory band of a certain lineage B. You know that only a small number of people have this particular lineage B in their package.
Let's say that Bruno has got this scarce lineage B in his tapestry. He also has many other lineages but many other people have those lineages as well. If I were Mother Earth I would find a way to let Bruno get to that certain vibratory band of lineage B as soon as possible without 'wasting' too much time on other lineages. How would Mother Earth achieve such a goal: by letting Bruno slip stream on clean lineages to this certain vibratory band and then Bruno's clearing work can begin.
Another possible reason for a partial slip stream ascent would be that people with different holographic natures would approach a certain lineage in a different fashion. A person who has cleared a lot of lineage C karma might have missed certain elements because of his holographic nature. Someone else might slip stream a bit on lineage C and focus on certain matters that were overlooked by the first person.
The last reason that I can think of to use a partial slip stream ascent would be if you would need more people on a certain higher vibratory band in order to accomplish a certain feat. Perhaps to distribute those people around the globe.
