I strongly recommend reading the ssoa-excerpts on the Seven Kumaras. Up there it is said that Earth raised her vibration far enough to rise above the influences of the Kumaras. For people to transcend the influences of the Kumaras one would need to rise above a vibratory rate of 3000 DNA-components.
In a 2002 article we can read that Earth would have removed all the planes of the Kumaras by the end of the year 2003. These kumaras are described as lower astral planes where souls are trapped in a kind of 'living hell'. These are probably the lower monroe bands (22-23).
Even though these planes would have been lifted according to Mila's Great Central Sun, I don't think that is the case. If you read Tuning Into Astral Realities you can get to know the possibility that astral planes haven't been disbanded either.
In that particular article I write about the possible connection between your willingness to accept certain characteristics of an astral place, in order to be able to see it as a reality. If you don't believe in a god that wants you to kneel occasionally, you would not be able to tune into the related astral plane in which kneeling is a common practice. That reality simply cannot seen seen by your (astral) eyes.
What I think happened to Mila (and Oa) is that they both realized the relatively 'fake' nature of the astral planes and they were able to tune out of the 'fake' nature of the Kumaras as well. Because they didn't accept these kumaras and astral planes as real, they were no longer able to see them, leading to the idea that if they weren't able to see them, nobody would be able to see them anymore.
In the early articles they do say that it depends on the people and their thoughtforms, or even the place where they live in order to be able to still tune into these kumaras. Especially in the densest places in the cities there would have remained a lot of connection to these planes.
The problem with ascending beyond the kumaras (or the lower astral planes) is that you are hardly able to tune into these planes for you no longer accept them as real. I guess this implies that you are not able to get out any related soul fragment, or personality that is part of your oversoul or I-there. They would remain stuck in those fields and that doesn't really contribute to the cleaning of the astral planes. You just tend to leave them be in the planes that you have seemingly transcended.
I have come to the conclusion that it would be better to learn to tune into various astral realities, and this can be done better if you are able to accept certain realities, at least for a bit. How else could you communicate with stuck soul fragments that are part of the kumara of greed if you don't accept anything of the concept? How can you retrieve a soul that is stuck to the kumara of lust if you have transcended that concept completely? I don't think that is possible.
It would be better in my current understanding to allow yourself to have certain thoughts that slightly resonate with a certain astral reality. This would make it possible to 'see' that reality and the soul-parts (or perhaps ancestors) that are trapped there. Only if you are able to see that reality you could try and inform other parts of your oversoul about the 'real' nature of the monroe band in which they reside. It would mean that as soon as such a soul would realize the limiting characteristics of their perspective, that a new view can emerge. This new view would automatically remove that soul from the old planes in order to resonate with another part of a particular astral plane which hopefully is less rigid.
Mila has warned us for these kumaras. She said it was best to pull all soulparts out of it as soon as possible for you may risk believing in the reality of such a place a bit too much, making it more difficult to retract from it. Perhaps you can end up completely insane if you spend too much time there.
One big advantage of having a physical body with an astral body is that you can always return back to the physical plane which provides for a good opportunity not to get too stuck in a possible soulretrieval act in a certain 'kumara' or a lower astral band. Once you are dead that exit is no longer available which implies less flexibility to tune into various astral bands.
